Glenn Rogers authored HB5406, creating a regional water authority (more unnecessary government) encompassing Palo Pinto, Parker, and Stephens Counties within District 60. The bill, however, gave too much power and control to the water board of Mineral Wells (Palo Pinto County) which has been known for its mismanagement and environmental violations with the TCEQ.
The bill's most controversial language revolved around the use of eminent domain and groundwater. In a hearing before Judge Long of Palo Pinto County, Rogers' campaign spokesman promised to change the eminent domain language of HB5406. Yet, after gaining the judge's approval, Rogers refused to change the bill's language, leading to angry voters calling the Senate offices of King and Springer and defeating the bill.
Turkey Peak is another "pet" project championed by Rogers. The future proposed reservoir will be funded by the highest water rates in the state of Texas, paid for by the citizens of Mineral Wells and Palo Pinto County.

Voters recently signed petitions to open an investigation with the Public Utility Commission against the City of Mineral Wells due to their exorbitant water rates. The City's first response to the PUC is due on Jan 5, 2024. In the meantime, residents are paying water bills that are upwards of $500.00 to $600.00. Glenn Rogers continued silence on the high water rates is leading voters to question his commitment to solving this current water crisis.
